The Organization:The Directorate General of Civil Protection, in accordance with Decree No. 2025-0050 PT-RM of January 31, 2025, establishing the organization and operating procedures of the Directorate General of Civil Protection, is headed by a Director General appointed by decree issued in the Council of Ministers, on the proposal of the Minister in charge of Civil Protection.The Director General is chosen from among the General Officers of the Fire Service or Senior Officers of the Fire Service. The Director General is responsible for commanding, directing, coordinating, leading, planning, and controlling the activities of the Directorate General of Protection.In this capacity, he is responsible for:
- to develop the elements of the national policy on Civil Protection and to implement this policy;
- to ensure the organisation, coordination and evaluation of risk prevention and disaster relief actions;
- to ensure the development and implementation of emergency and protection plans;
- to ensure the protection of people, property and the environment in the event of accidents, disasters and catastrophes, in conjunction with other services;
- to ensure public awareness and information;
- to ensure the participation of Civil Protection in actions in favor of peace and humanitarian assistance;
- to ensure the participation of Civil Protection in civil defense;
- to ensure the training of personnel responsible for Civil Protection;
- to participate in the mobilization and operational defense of the territory.
The Director General is assisted by a Deputy Director General appointed under the same conditions.In this capacity, he is responsible for:
- to ensure coordination and collaboration in the work of Deputy Directors, Heads of staff services, Heads and Directors of attached services and Regional Directors of Civil Protection;
- to ensure the updating and monitoring of the logistical potential of Civil Protection;
- to develop cohesion activities within the Civil Protection;
- to ensure the rational use of equipment and the employment of personnel;
- to ensure the proper distribution of equipment and infrastructure;
- to examine the documents and activity reports of the staff services, online services, decentralized services and affiliated services;
- to ensure the production of the annual activity report of the Directorate General of Civil Protection;
- -to monitor the development and implementation of the strategic and operational communication plan of the Directorate General of Civil Protection;
- -to ensure the proper functioning of the Civil Protection Operations Coordination Centre.
The Deputy Director General replaces the Director General in the event of a vacancy, absence or
of impediment.
The Director General is also assisted by:

- Assistants.
The Advisors are appointed from among the General Fire Service Officers or Senior Fire Service Officers.The advisors are responsible for:
- to assist the Director General of Civil Protection through prospective studies of the structure;
- to conduct studies on the organization and equipment or any other subject of interest to the evolution of Civil Protection;
- to assist the Director General with guidance derived from the use of inspection reports and feedback;
- to advise the Director General of Civil Protection on all legal matters relating to Civil Protection or its staff, by issuing an opinion on the conformity of decisions taken with the texts in force;
- to give an opinion on draft texts prepared within the Directorate General of Civil Protection;
- to ensure the execution of the specific missions assigned by the Director General of Civil Protection.
The Advisors to the Director General of Civil Protection hold the rank of Deputy Directors. The number of Advisors to the Director General of Civil Protection is set at three (03).The Assistants are responsible for compiling a reference guide for the Director General of Civil Protection in the conduct and monitoring of his activities. They participate in the execution of the Director General’s schedule. They are chosen from among the Fire Service Officers.The Assistants to the Director General are three (03). They have the rank of Head of Division of the Directorate General of Civil Protection.

CIVIL PROTECTION INSPECTORATE : The Civil Protection Inspectorate is responsible for:
- to oversee the internal control system of the department;
- to carry out audits, controls, verifications and administrative investigations;
- to supervise the handover of duties;
- to monitor the implementation of the procedure manual;
- to provide advisory support to services and staff;
- to participate in joint inspection missions;
- to perform any other tasks assigned by the Director General.
The Civil Protection Inspectorate is headed by a General Fire Officer or Senior Fire Officer who takes the title of Chief Inspector of Civil Protection.The Chief Inspector is assisted by a deputy chosen from among the senior Fire Service Officers who replaces him in case of absence, impediment or vacancy. The Chief Inspector and his deputy hold the rank of Deputy Director. Inspectors hold the rank of Division Head within the Directorate General of Civil Protection. The Civil Protection Inspectorate is staffed by Inspectors and has a Secretariat.
OFFICE OF THE DIRECTOR GENERAL OF CIVIL PROTECTION :The Office of the Director General of Civil Protection is headed by a General Fire Officer or Senior Fire Officer who holds the title of Chief of Staff to the Director General. He has the rank of Deputy Director.The Office of the Director General of Civil Protection is responsible for:
- to carry out all analyses and studies of the files;
- to participate in the development and implementation of projects and programs,
- to monitor cooperation files and public relations for Civil Protection;
- to develop the communication strategy project;
- to organize, coordinate and monitor the agenda of the Director General;
- to prepare and publicize official ceremonies; to ensure the promotion of sporting activities and music;
- to carry out any other tasks assigned to him by the Director General of Civil Protection.
The Office of the Director General of Civil Protection includes:
- the Public Relations and Communication Unit;
- the Cooperation Unit;
- the Sport and Music Unit;
- the Protocol;
- the private secretariat;
- the General Secretariat.
The Private Secretary and the Head of the General Secretariat have the rank of Head of Division of the General Directorate of Civil Protection.
Information and Intelligence Processing Center :The Information and Intelligence Processing Centre is headed by a General Fire Officer or Senior Fire Officer who holds the title of Head of the Information and Intelligence Processing Centre. He has the rank of Deputy Director.The Information and Intelligence Processing Center is responsible for:
- to search, collect and process information and intelligence;
- to provide a summary bulletin of information and intelligence for the Director General;
- to maintain the information and intelligence database.
The Information and Intelligence Processing Center includes:
- the Information and Intelligence Division;
- the Documentation and Archives Division;
- the Secretariat.
THE SUB-DIRECTORATE FOR STUDIES AND PREVENTION :The Sub-Directorate of Studies and Prevention is headed by a General Fire Officer or Senior Fire Officer who takes the title of Sub-Director of Studies and Prevention.The Sub-Directorate for Studies and Prevention is responsible for:
- to propose draft legislative and regulatory texts that govern the field of Prevention;
- to participate in studies of subdivision, construction and transformation files for existing buildings;
- to participate in the development of national emergency plans;
- to approve any other contingency plan submitted to it;
- to participate in the development of the National Risk Analysis and Coverage Scheme (SNACR);
- to participate in disaster prevention and forecasting activities;
- to ensure the application of regulations in establishments open to the public, high-rise buildings, residential buildings and facilities classified for environmental protection;
- to develop the draft procedural manual for prevention;
- to issue opinions on the granting of approvals in areas concerned by civil security.
The Sub-Directorate for Studies and Prevention comprises:
- the Studies and Regulations Division;
- the Prevention Division;
- the Secretariat.
SUB-DIRECTORATE FOR RESCUE AND ASSISTANCE OPERATIONS :The Sub-Directorate of Rescue and Assistance Operations is headed by a General Fire Officer or Senior Fire Officer who takes the title of Sub-Director of Rescue and Assistance Operations.The Sub-Directorate for Relief and Assistance Operations is responsible for:
- to plan, coordinate and control all actions that contribute to the accomplishment of operational rescue and assistance activities of the Civil Protection services;
- to conduct a statistical study of the interventions;
- to prepare the participation of Civil Protection in peacekeeping operations and humanitarian actions;
- to develop the National Risk Analysis and Coverage Scheme;
- to organize and coordinate the transmission and telecommunications network.
The Sub-Directorate for Relief and Assistance Operations comprises:
- the Division of Relief and Assistance Operations;
- the Planning and Statistics Division;
- the Transmissions and Telecommunications Division;
- the Civil Protection Operations Coordination Centre (CCOPC);
- the Secretariat.
THE SUB-DIRECTORATE OF FINANCE :The Finance Sub-Directorate is headed by a General Fire Officer or Senior Fire Officer who takes the title of Sub-Director of Finance.The Finance Sub-Directorate is responsible for:
- to prepare the budget for the Directorate General of Civil Protection and to monitor its execution;
- to ensure the proper management of the financial resources of the Civil Protection;
- to participate in the processing and payment of salaries and related benefits
- military personnel of the Civil Protection;
- to develop and execute the projects and programs of the Directorate General of Civil Protection;
- to verify the regularity and sincerity of the accounting operations of the services and units of the Civil Protection.
The Finance Sub-Directorate comprises:
- the Supply and Public Procurement Division;
- the Budget and Finance Division;
- the Administrative Oversight Division;
- the Secretariat.
THE LOGISTICS SUB-DIRECTORATE :The Logistics Sub-Directorate is headed by a General Fire Officer or Senior Fire Officer who takes the title of Logistics Sub-Director.The Logistics Sub-Directorate is responsible for:
- to ensure the application of the rules of materials accounting within the Civil Protection;
- to control the management of equipment and infrastructure;
- to design the equipment plan;
- to manage equipment and organic resources;
- to ensure the maintenance, upkeep and repair of equipment and infrastructure;
- to identify and assess the needs for technical equipment and hydrocarbons;
- to ensure the management of hydrocarbons;
- to keep the land registry and estate records;
- to monitor the management of clothing, bedding, camping and furniture equipment;
- to ensure the transit and movement of personnel;
- to participate in the development and execution of projects and programs of the Directorate General of Civil Protection;
- to ensure the correct application of the rules and procedures of inventory accounting.
The Logistics Sub-Directorate comprises:
- the Planning and Programming Division;
- the Materials and Hydrocarbons Division;
- the Equipment and Infrastructure Division;
- the Accounting-Materials Division;
- the Secretariat.
THE SUB-DIRECTORATE OF HUMAN RESOURCES :The Human Resources Sub-Directorate is headed by a General Fire Officer or Senior Fire Officer who takes the title of Sub-Director of Human Resources.The Human Resources Sub-Directorate is responsible for:
- to ensure the administrative management of personnel;
- to organise direct and professional recruitment competitions in connection with the Human Resources Directorate of the Ministry in charge of Civil Protection;
- to develop and implement guidelines concerning the areas of pedagogy, training and the organization of internships;
- to ensure career management in relation to the Human Resources Department in charge of Civil Protection;
- to ensure the management and monitoring of litigation;
- to participate in the implementation of activities related to new information and communication technologies.
The Human Resources Sub-Directorate comprises:
- the Personnel Division;
- the Recruitment and Training Division;
- the Litigation Division;
- the Information Technology and Documentation Division;
- the Secretariat.
REGIONAL OFFICES :The General Directorate of Civil Protection is represented in each administrative region and the District of Bamako by a regional directorate. The regional directorate’s missions are:
- to command, lead, coordinate and control the activities of the units under its territorial jurisdiction;
- to develop prevention and intervention plans;
- to ensure the execution of Operation and Relief plans;
- to ensure the implementation of training guidelines;
- to ensure the proper management of human, financial and material resources.
The Regional Directorate of Civil Protection is headed by a General Sapper Officerfirefighter or senior fire officer who takes the title of Regional Director of theCivil protection. He holds the rank of Deputy Director. The Regional Director is assisted by a deputy chosen from among the senior Fire Service Officers, who replaces him in case of absence, incapacity, or vacancy. He holds the rank of Division Chief within the General Directorate of Civil Protection.
- The Regional Directorate of Civil Protection includes:
- the Division of Studies and Prevention;
- the Division of Relief and Assistance Operations;
- the Finance and Equipment Division;
- the Human Resources Division;
- the Technical Unit;
- Firefighter Groups;
- the Rapid Intervention Groups of the Civil Protection;
- the Secretariat.
Firefighter Groups, Civil Protection Rapid Intervention Groups, Firefighter Companies, Civil Protection Rapid Intervention Companies, Firefighter Rescue Centers, Firefighter Rescue Stations and Special Firefighter Units are created by order of the minister in charge of Civil Protection.
III- HOW IT WORKS:Under the authority of the Director General, the three-year strategic action plan is developed and approved. The Chief Inspector, the Chief of Staff, the Deputy Directors, the Head of the Information Processing and Intelligence Center, the Advisors and the Directors of Service prepare the technical studies, the action programs concerning matters within their competence and carry out the periodic evaluation of the action programs implemented.Inspectors, Division Heads, Emergency Operations Center Cell Heads, and Laboratory Analysis and Research Service Heads provide, at the request of Deputy Directors and Service Heads, the information essential for the preparation of studies and action programs and draft directives and instructions concerning their own sector of activity.The Regional Directors of Civil Protection command, coordinate, control the activities of their units and report to the Director General.The Command of Schools and Training Centers, the National Emergency Operations Center, the Directorate of the Analysis and Research Laboratory, the Directorate of Social Services and the Directorate of the National Training and Intervention Service are headed by General Fire Service Officers or Senior Fire Service Officers. They hold the rank of Deputy Director.The Civil Protection Health and Medical Relief Service is headed by a physician or pharmacist chosen from among the Fire Service General Officers or Senior Fire Service Officers. They hold the rank of Deputy Director. The Deputy Commander of the Schools and Training Centers Command, the Deputy Coordinator of the National Emergency Operations Center, the Deputy Director of the Analysis and Research Laboratory, the Deputy Director of the Social Service, the Deputy Director of the National Training and Intervention Service, and the Deputy Regional Directors are chosen from among the Senior Fire Service Officers. They hold the rank of Division Chief within the Civil Protection Directorate General.The Deputy Director of the Health and Medical Rescue Service is chosen from among the senior officers of the Fire Brigade, Doctors, or Pharmacists. He holds the rank of Division Chief within the Directorate General of Civil Protection.The coordination and control activity of the Directorate General of Civil Protection is carried out on regional, sub-regional and attached services.Coordination and control activities are carried out through:
- a power of instruction and prior control relating to the content of the decisions to be taken and the activities to be carried out;
- a right of intervention after the fact on decisions consisting of the exercise of the power of approval, suspension, reformulation or annulment.
