Climate risk and vulnerabilities of the Marshall Islands

The Marshall Islands is highly exposed and vulnerable to climate change and multi-hazard risks due to its low-lying atoll geography, narrow coastal settlement zones, fragile freshwater lenses, dependence on rainwater and groundwater, high food-import dependence, reliance on fisheries and marine ecosystems, and concentration of people, infrastructure, culture, and public services close to the ocean. The country faces severe risks from sea-level rise, king tides, wave overtopping, coastal flooding, storm surge, coastal erosion, saltwater intrusion, drought, water insecurity, typhoons, extreme heat, coral reef degradation, fisheries decline, food insecurity, health impacts, infrastructure disruption, cultural loss, and long-term habitability threats. Climate change is expected to intensify these vulnerabilities through rising seas, more frequent inundation, saline contamination of water and soils, hotter conditions, drought stress, ecosystem degradation, and growing pressure on water security, food security, public health, livelihoods, infrastructure, culture, sovereignty, and vulnerable atoll communities. Strengthening coastal protection, land raising, climate-resilient water systems, drought preparedness, multi-hazard early warning, impact-based forecasting, resilient housing and public infrastructure, fisheries and reef conservation, disaster risk financing, and long-term sovereignty-sensitive adaptation planning is essential to reduce losses and protect the Marshall Islands’ people, identity, and development gains.

1. Multi-hazard exposure

The Marshall Islands’ risk profile is dominated by coastal, oceanic, drought, water-security, and ecosystem-related hazards. The country consists of 29 coral atolls and five single islands, with a total land area of about 70 square miles, spread across a very large ocean territory; this makes service delivery, emergency response, water security, transport, and adaptation implementation difficult and costly. The main hazards include sea-level rise, coastal flooding, storm surge, high tides, drought, typhoons, coastal erosion, saltwater intrusion, heat stress, coral reef degradation, ocean acidification, fisheries decline, and tsunami exposure. 2. Climate change as an existential development risk

For the Marshall Islands, climate change is not only an environmental or sectoral issue; it is an existential development, sovereignty, cultural-heritage, and human-security risk. A World Bank study found that rising sea levels could endanger 40% of existing buildings in Majuro, while 96% of the city could be at risk of frequent climate-induced flooding. (World Bank)

The country’s National Adaptation Plan, submitted to the UNFCCC in 2023, provides a long-term national framework for adaptation. It is designed to integrate climate adaptation into national policy and development planning, while guiding difficult choices on coastal protection, land raising, infrastructure resilience, water security, and community-led adaptation pathways. 3. Sea-level rise, coastal flooding, and land-loss vulnerability

Sea-level rise is the Marshall Islands’ most strategic long-term threat. Rising seas increase the frequency and severity of coastal flooding, king-tide inundation, wave overtopping, shoreline erosion, saline intrusion, septic-system failure, damage to roads and housing, and loss of usable land. The most exposed areas include Majuro, where population, government services, roads, hospitals, schools, the airport, ports, housing, power systems, water infrastructure, and commercial activity are concentrated, and Ebeye, one of the most densely populated and highly exposed urban atoll communities in the Pacific. 4. Water security, drought, and saltwater intrusion vulnerability

Freshwater security is one of the Marshall Islands’ most critical vulnerabilities. Atoll communities depend heavily on rainwater harvesting, household storage tanks, shallow groundwater lenses, limited public water infrastructure, emergency desalination, and water trucking or distribution during crises. Coastal inundation can contaminate groundwater, while drought reduces rainwater availability and creates severe shortages for drinking, cooking, hygiene, sanitation, schools, health facilities, and households. The UNDP-supported water-sector adaptation programme focuses on increasing resilience to more frequent and extreme droughts. It identifies worsening drought and coastal inundation as major risks because both can contaminate groundwater and create water shortages with serious social and economic impacts, especially for rural communities and households. 5. Typhoons, storm surge, and extreme coastal events

Although the Marshall Islands is often outside the core of the western Pacific typhoon belt, it remains exposed to typhoons, tropical storms, strong winds, storm surge, large swells, wave overtopping, coastal flooding, and extreme ocean events. These hazards can damage homes, roads, seawalls, boats, food gardens, public buildings, ports, airports, water tanks, sanitation systems, and power infrastructure.

Extreme wave and flooding events can quickly become national emergencies because atoll land is narrow and low. In atoll settlements, there is often no safe inland area for evacuation, and flooding can affect both the ocean and lagoon sides of an island simultaneously. This creates compound risk for emergency shelters, water systems, waste disposal, clinics, schools, and household safety.

6. Food security, agriculture, and fisheries vulnerability

Food security is highly climate-sensitive. Local agriculture is constrained by limited land, poor atoll soils, saltwater intrusion, drought, coastal flooding, storm damage, heat stress, pests, and dependence on imported food. Traditional crops and food systems, including breadfruit, pandanus, coconut, taro, banana, and household gardens, are vulnerable to saline soils, drought stress, and storm damage.

Fisheries are central to livelihoods, nutrition, culture, revenue, and national identity. However, coral reefs, lagoon fisheries, coastal fisheries, and offshore tuna systems are vulnerable to ocean warming, acidification, coral bleaching, storm damage, changes in fish distribution, reef degradation, and marine ecosystem decline. 7. Infrastructure, housing, and service-delivery vulnerability

Infrastructure vulnerability is severe because most national assets are concentrated on narrow atoll strips. Exposed systems include housing, roads, seawalls, schools, hospitals, clinics, airports, ports, docks, power systems, telecommunications, water tanks, sanitation systems, churches, cemeteries, government offices, and public shelters.

A World Bank assessment of Pacific atoll adaptation costs estimated that physical adaptation to sea-level rise of up to 0.5 metres would cost about US$5 billion for the Marshall Islands, excluding additional adaptation costs in health, education, energy, and water systems. This highlights the very high cost of protecting atoll infrastructure through seawalls, land raising, house raising, and relocation or redesign of exposed assets. (Reuters)

8. Health and social vulnerability

Climate change can worsen health risks through heat stress, diarrhoeal disease, dengue, waterborne disease, malnutrition, respiratory illness, mental stress, injury during flooding, and disruption of health services. Drought can reduce hygiene and safe water access, while flooding can contaminate wells, septic systems, and water storage. The Marshall Islands has already experienced compound public-health and flooding stress, including major flooding events and disease outbreaks affecting health-system capacity.

The most vulnerable groups include children, older persons, people with disabilities, women-headed households, low-income households, outer-island communities, people living on highly exposed shorelines, households with limited water storage, fishers, small farmers, and people dependent on continuous health services. Vulnerability is highest where climate exposure overlaps with crowded housing, weak sanitation, limited savings, limited insurance, water insecurity, poor drainage, and restricted evacuation options.

9. Relocation, culture, sovereignty, and long-term habitability

The Marshall Islands faces particularly difficult adaptation choices because land is central to identity, lineage, customary rights, burial sites, language, culture, community governance, and sovereignty. Adaptation is therefore not only about protecting infrastructure; it is also about protecting Marshallese identity, self-determination, maritime rights, and the right to remain on ancestral land.

The National Adaptation Plan process has been designed around long-term adaptation pathways rather than short-term project lists.
